Dual citizenship process: What should I do in OVIR? Sunday, August 22, 2010

Question: The Embassy told me that I was approved for the Armenian citizenship and my next step should be to go to OVIR (Passports and Visas Police Directorate on Mashdots Street in Yerevan) and give them my file number. What should be my next step?

Until recently (June 2010) applicants were obliged to register themselves in the local registry office of their chosen home address. Fortunately, this complicated procedure is not required any more.

1) For female applicants: Submit the passport application to the OVIR officer. The officer will define a day (usually in the coming 3 working days) to take the oath, sign the documents and receive the passport as a citizen of Armenia

2) For male applicants: The officer will give you a notification letter addressed to Army. You need to enlist yourself as army reserve and provide OVIR with the relevant document issued from the Army. According to some reports it is taking from 3 to 30 days. More transparency and efficiency is needed.

Normal passports cost about US$ 15, while urgent passports cost about US$ 60 (although in most cases, as first-time applicant, you cannot practically benefit from the urgent option).

Note that OVIR officers are able to locate your file based on your name; a practice useful in case you do not remember your file number or are not notified by the Embassy with your number.

The queue in OVIR (in front of Arevik Petrosyan's office) is out of control and lacks administrative coordination. People with trivial enquiries and others with major issues stand in the same queue, often returning back to the same queue more than once on a given day. Take with you a bottle of water and be very patient. Try to arrange babysitting for your children, as there are no provisions for kids or pregnant women or senior individuals.

The most interesting moment in this process is the oath taking ceremony. Do not let documentation technicalities spoil your genuine feelings related to the moment.

Duty free thieves arrested Friday, August 20, 2010

Dubai Duty Free ShopsThe Department of Criminal Investigation arrested an Armenian gang of two women and a man who stole from duty free shops at airports in several countries.

A woman-like walk by a suspect gave the criminals’ away and opened them to monitoring by the police. The modus operandi of the gang was to steal jewels from duty free shops and fly out.

Police tracked the suspects and surveillance cameras showed a man who walked like a woman. He was seen walking into a shop and writing his name on a draw coupon after stealing jewels from a shop. The police checked the coupons and found all the passengers were residents except the suspect. The group was seen flying in and out of several GCC countries and the arrests were made last Friday.

Major Ahmed Al Merri, Director of Criminal Investigation, said, the police received a complaint that they found jewellery worth Dh300,000 missing from the shop.

He said, the thieves had tricked an employee by pretending not to know each other and diverted his attention when he showed them a large collection. The gang members confessed they stole from duty free at airports and left on flights to other Gulf countries, only to return to Dubai.

AGBU Armenian Virtual College breaks ground in UAE school Monday, June 28, 2010

Ohanessian School students and teachers gather for an introductory presentation about the Armenian Virtual College. The Armenian Virtual College (AVC) has expanded its horizons to certify two classes of students at the Ohanessian School in the United Arab Emirates for completing a course in Ancient Armenian History. The course, Ancient History up to the 5th century, is taught in Western Armenian and English.

The first session of AVC's Armenian History course began in October 2009, when students and their teacher in Sharjah, UAE, connected online with AVC's teacher in Yerevan. This hybrid model of online and on-site education involved the students physically gathering once a week in the Ohanessian School in Sharjah to learn a new multimedia lesson taught by their on-site teacher, and then continuing during the week to study online and communicate with the instructor in Yerevan through discussion forums, chat, emails, video and audio communication.

"The collaboration between AVC and Ohanessian school was a great experience for the school. I personally hope that AVC courses serve as an opportunity for many Armenians to regain their roots and learn their native tongue," says school Principal Nishan Basmajian.

Hratch Brunsuzian, the chair of AGBU's UAE Chapter and Chairman of the Board of Trustees of Ohanessian School, says the trustees unanimously adopted the AVC educational program for the school. "We agreed to form an additional class of 9th grade and a special class for those Armenians who do not speak their native language to implement the AVC online educational program," he says.
